The age limit to appear in Civil Service Examination was reduced from 21 years to 19 years. It was almost impossible for the Indians to appear for the exam as it was held in London.This step was obviously to prevent the Indians from appearing in the examination.

Lytton also was instrumental in getting the Vernacular Press Act passed which imposed restrictions on the newspapers and journals printed in Indian languages.
