What is the scope of Comparative Public Administration? Explain the bureaucratic approach.
The scope of Comparative Public Administration incorporates various things. Firstly, the study of different things in public and personal administration i.e. comparative study of different incidents, cultural infrastructure, comparison of democratic institutions, their working and organization. Comparative study of different means of control on administration i.e. legislative, executive, judiciary.
The scope has enlarged itself into the realm of functional administration .i.e. education, society and economy as well as comparison of international administration.
This means a study of international institutions, local administration or the human behaviour. Also, with the developing nation coming to the forefront after their liberation, the scope of C.P.A. has been more comprehensive with their regard.
Bureaucratic Approach
Max Weber was the first to develop bureaucracy as an organizational model. Weber stressed that bureaucratic form is capable of attaining the highest efficiency and is in this sense, formally, the most rational known means of carrying out control over human beings in any organization. It is superior to every other form in stability, discipline and reliability.
The development of modern large scale organization and corporations has led to the development and spread of bureaucracy in organizations. It is indispensable for the running of complex administrative structure.
Capitalist system has undeniably played a major role in the development of modern bureaucracy. It is distinguished by some structural and behavioral characteristics, like division of labor, hierarchy, rules, rationality impersonality, rule orientation, and neutrality.
